Valles immigrated from Mexico as a child and was raised in Plainview, Texas as a migrant farm worker's son. He earned his Juris Doctor from Texas Tech University School of Law in 1993 and his Bachelor of Arts from Wayland Baptist University in 1988. He has served on the City Bank Board of Directors and the University Medical Center Foundation since 2015 and appears regularly on Telemundo and Univision legal segments.
