Hapuarachy earned his Juris Doctor from Loyola Law School, graduating in the top 15% of his class as a Public Interest Scholarship recipient. He earned both his Bachelor's degree in Communication Studies and his Master's Degree in Public Policy from UCLA. He is admitted to the State Bar of California.
