A native of White Castle in Louisiana’s Iberville Parish, Frank attended Louisiana State University for his bachelor’s degree before graduating in 1987 from Mississippi College School of Law in Jackson, Mississippi. He remembers how he peppered his dad, a sugarcane farmer, with questions about all sorts of topics, such as the difference between velocity and speed. “I treated him like he was Google,” he said. Frank established his personal injury law firm in 1989. He is now a member of the Baton Rouge Bar Association, the Louisiana State Bar Association, the Texas State Bar Association, and the American Bar Association.
Since 2002, Frank has been certified for Civil Trial Advocacy by the National Board of Trial Advocacy. This respected organization promotes excellence and ethics in legal advocacy by certifying legal specialists based on rigorous criteria. Frank also is a member of the board of governors for the Louisiana Association for Justice and the American Association for Justice, which advocate for the civil justice system and provide leadership and professional support to trial attorneys. In addition, he has received top ratings for professional excellence from the peer recognition services Super Lawyers and Martindale-Hubbell.
Frank has been a member of the National Trial Lawyers Top 100 from 2012 to 2019. A father of three children, Frank likes to travel when he is not on the job. He is also a trained pilot who flies 250 hours a year.
Proven verdicts and settlements
On January 24, 2016 a father driving the LA-1 service road toward the I-10 ramp in Port Allen swerved onto the left shoulder to avoid a merging car and braked. The shoulder had been designed and built as asphalt but was covered in grass, clover and dirt, so the car slid about 213 feet into a guardrail that opened the side of the car. His 10-year-old son in the back seat lost his left arm above the elbow and suffered leg fractures and a shattered spleen. A jury awarded $20,000,000 and put 20 percent of the fault on the State. The cap on claims against the State produced a judgment of $894,295.45, which the trial judge wiped out and the First Circuit reinstated. The Louisiana Supreme Court denied review in April 2025.
