Born and raised in Beaumont, Texas, he attended Northwestern University before earning his law degree from Emory University School of Law in 1987. Scot ran his own firm for 18 years, then served as a judge in the 189th Civil District Court of Harris County, Texas, and later worked as Senior Litigation Counsel for Travelers Insurance Company.
