Howard Liberman

Howard A. Liberman is the Southern California Regional Managing Attorney at Mastagni Holstedt, APC. He began his legal career in 1992 as a Navy Judge Advocate General officer, serving five years on active duty in defense, prosecution, and counsel roles. He transitioned to civilian public sector labor law in 1997, concentrating on public safety disciplinary defense and collective bargaining. He maintained Navy Reserve service until retiring as Commander in 2014. His practice focuses on appeals of administrative discipline for police officers and firefighters in Superior Court and Court of Appeal proceedings.
