Sean Howell

Sean D. Howell is a senior associate in the Labor Department at Mastagni Holstedt, APC. He represents public sector employees in administrative investigations, hearings, and civil litigation, including mandamus actions under the Public Safety Officers Procedural Bill of Rights Act and critical incident investigations for peace officers. He also provides counsel and contract negotiation services to police labor associations. Before joining the firm he worked at the Placer County Facilitator's Office assisting unrepresented litigants with family law and civil matters.
