Michael Garmisa

Michael Garmisa is a partner in Locks Law Firm's Philadelphia office with approximately 20 years of courtroom experience. His practice focuses on environmental litigation and toxic torts, civil rights matters, and representing survivors of sexual abuse and sexual violence. Prior to joining Locks Law Firm, he served as chief of the Conviction Integrity Unit at the Philadelphia District Attorney's Office, where he investigated and litigated claims of actual innocence and wrongful conviction, producing numerous exonerations in state and federal courts. He also served in the District Attorney's Special Investigations Unit, handling police misconduct, officer-involved shootings, and prosecutions referred by internal affairs.

Earlier in his career, he spent more than a decade as an Assistant Defender at the Defender Association of Philadelphia. He is a member of the Faculty of the National Institute of Trial Advocacy and is recognized for his work in prosecutorial ethics and police accountability. He is admitted in Pennsylvania.
